There is a difference between the 9/11 Memorial and the 9/11 Museum both run by the same organization but with two different experiences. The memorial is a park, above ground with two pools outlined with the names of those who perished on 9/11. It's located at the site of the twin towers and is a peaceful place to remember all those who lost their life that day as well as from the 1993 bombing.
